The property tab is exclusivly now in the property shelf or “sidebar” in the 3D View, where relevant. We found many inconsistencies with how Blender implemented it. You can open this with the little arrow to the top right of the 3D View or CTRL+T if you’re using Bforatists keymap, or N in the Blender keymap, or alternatively toggle it in the View menu of the 3D View header.
