Thanks for your question. Asking is never wrong. Maybe you found a bug here, which would help me then 
I have just checked, and the Oscurart addon starts as in Blender. It’s in fact the same addon, and so nothing should be missing.
Do we talk about Bfoartists 1 or Bforartists 2? Where do you expect the menu entry? Where is it missing?

EDIT, you could open the console in Bforartists, and have a look if an error appears.
