Hey Josh,
Have you tried the menu items in the navigation menu? There you can find view, fly and walk.
We will have those menu items hotkeyed in the future again. There is currently a full keymap in development.
For the items in the user preferences, this is how the View navigation behaves. It does not enter View navigation.
