I guess you talk about load UI. When you mean something different then please specify.
In Blender it loads the UI by default. And this means your scene opens in the UI state in which you have saved it.
Bforartists has Load UI unticked since it confuses newcomers when they open a scene, and some UI elements and settings are not longer where and how they should be.
The solution is to go into the user preferences, to the File tab, here tick Load UI, and then save the user settings. Then you have the same behaviour than in Blender again
