Reorganize Properties Sidebar

The Properties sidebar contains a most used element: the Transform values. And lots of rarely used elements. All the view dependant settings for example, view, display and shading. Or the Grease pencil settings.

This area is in general a can of worms. I had a crack at it before. Lots of things are no Python menus, but C menus, and the C code is usually uncommented and cluttered across several files. Hard to change anything here. I haven't even managed to put the Item box into the transform area. But maybe we can change some minor things. View, Display and Shading for example could go into one tab, divided by subtabs ...

Needs experimenting what is possible and what not.

Remains a can of unfixable worms since C and Python is mixed here. And oddly enough you can't add tabs here neither.

Nevertheless two small changes here. The Items panel and the 3D cursor panels are now at the top. It always bothered me that the Item box was so far below the Transform panel. And the 3D cursor panel is a transform panel. So it belongs in reach of the Transform panel.
