Default settings should have Interface>Menus: Open on Mouse Over turned ON.

Why? Instead of clicking open menus, you just move the mouse over to the brushes, it opens and viola, click to select. Also works for all other menus based on icons - it's only natural to use the movement instead of clicking around to navigate. Save time, save thinking about where to click to open panels, and just move and use menus. It's a great feature included in Blender, but people often don't use it though it's a natural efficient system to use, especially with the new organized and iconized dropdown menus.

That's imho a bad default. You will accidentally open menus by moving the mouse to a wrong position.

EDIT says, i tested it and it doesn nothing. I still need to click. How ist this meant to work?

EDIT2 says, ah for stuff like pencil menus. But i still prefer the click.

Hover opens in 2 milliseconds (and you can change the threshold). Moving over normally won't open it. It's just a feature where I don't have to click, just move around menus.

Works on all submenus in headers, for example.

I find it highly irritating. But we don't have to decide it immediately.

Decision time. This is something for power users. Not the average user. So the default remains to click at a menu to open it.
