This issue is a bit more complicated. Since it means to add the Push/Pull and Randomize items into the Tool Shelf for all modes and object types. And that's where we have lost it before. I have removed it for a mesh object, which removed it also for armature then.

The trouble maker is the complete class VIEW3D_MT_transform_base, in the space_view3d.py , line 189

Not sure what to do here. On the one hand, those tools are common operators. On the other hand, you don't really need it every day. Which would qualify it to stay it in the header menu, and not in the tool shelf.

Needs further thinking ...

Those tools are unfortunately nothing that you can put into the toolbar. Which would have solved the problem of top level UI. They are editor type dependant. And just works in the editor where you perform it. But i think i will put the items nevertheless into the header menu. At least for now. It's not that you use those tools every two seconds.

That said, let's catch the double menu entry cases in the tool shelf. We have one for Metaball.

What would make sense is to put the whole VIEW3D_MT_transform_base menu into a Transform panel in the tool shelf once we have sorted this issue here. Blender has this Transform panel. We have removed it. But it's pretty crowded there already, especially for a mesh object. Which was the reason why i have removed it at all. Hmm.
